B. Kin selection

Right answer: A

From my previous understanding, Altruism comes to a cost to the individual being altruistic. Here there is no cost to the person deciding to vaccinate the child. I understand that since they are vaccinating the child not because they think is the best thing to do the answer is not kin selection but it seems to me that if the community is in favor of vaccination, it can somewhat pressure these parents to vaccinate their kid.

Altruism doesn't require that the action be detrimental to the actor, just that it is done without (direct) benefit to that person. The potential costs of altruism are often invoked when discussing it's origins, but in no way is an action only altruistic if it involves sacrifice.
