FL3 Bio Q 5

I was wondering if someone could explain the answer to this question as well as how they analyzed/interpreted Table 2 to get that answer.

I'm not understanding why they are comparing signal 0 for Klinefelter's (Column 1 Row 4) to signal I in Triple X syndrome (Column 2 Row 3) since these are two separate categories. Also, where did they get the genotypes for these percentages? Perhaps I'm missing something in my understanding of FISH analysis.
