For this question, I was under the assumption that neutralization with a strong base and weak acid would create a basic product. Why is this not the case here?

This is really just asking you what sodium benzoate would do if placed in water. Since it would dissociate into sodium and benzoate, the conjugate base of benzoic acid, it would become a weakly basic solution. No need to overthink the introduction - to be honest, the word 'hydrotrope' made me do a double-take too ;)
