physics ch. 4 passage question 2

Hi! Passage question number 2 states that thermal injury risk increases when the cooling required to maintain thermal equilibrium exceeds the heat loss to the environment. Can anyone explain this statement to me?

Hi! I think all this sentence is trying to say is that thermal injury might occur if there is less heat loss occurring than is needed to maintain thermal equilibrium. For example, if heat loss is occurring but body temperature is still significantly above 37 degrees, then thermal equilibrium is not being maintained and the person might suffer thermal injury. Does that make a bit more sense?
